An Orlando developer has filed construction plans for nearly 30,000 square feet of new retail space in the first phase of St. Cloud Marketplace, near the intersection of U.S. 192 and Narcoossee Road.

RRB Partners paid $2.8 million in July for the 10-acre commercial site and subsequently received a conditional use permit for an independent living community. RRB President Beau Blackerby told GrowthSpotter he doesn’t have a contracted buyer for that use at this time.

The initial plan calls for a 10,000-square-foot Learning Experience daycare center, a sit-down restaurant, a quick-service restaurant and two multi-tenant retail buildings. The site plan creates an internal circulation pattern with an east-west road that would connect to a future commercial site next door at Thompson Grove. It also reserves two lots for future development parcels of 1.5 in the northwest corner and 2.38 acres in the center of the property.

The civil engineering work was performed by Kimley Horn. Engineer Carlos Perero said the two future development parcels would be sold off and permitted separately. Blackerby said Pad 1 is under contract to a medical user, and Pad 2 is still available.

Cuhaci Peterson submitted architectural elevations for the phase one buildings, which include prospective tenants Marco’s Pizza, Jeremiah’s Italien Ice, Double O’s Coffee.

Blackerby said his priority is to get a full-service restaurant in the marketplace. The site plan creates a placeholder for a 5,600-square-foot building, but Blackerby said he may eliminate or redesign the adjacent multitenant building to allow for a larger sit-down restaurant in the northeast corner. “I do think we’ll end up with a good user there,” he said.

The site has 798 feet of highway frontage directly across from a Publix- anchored power center with a Walgreens. Jorge Rodriguez and Alexie Fonseca with Colliers International are the leasing agents.

The project was approved Thursday by St. Cloud’s Development Review Committee.
